Summary

President Trump declares a national emergency over the trade deficit and, under IEEPA, imposes a 10% tariff on all countries from April 5, 2025, with higher individualized reciprocal tariffs on the countries with the largest deficits from April 9, 2025. Goods under Section 232 tariffs and copper, pharmaceuticals, semiconductors and lumber are excluded.
